I think it was pretty obvious that they were just dragged to the end of their driveway.

Most of the time it is just dragged out to the street. Its so common to do this AND have the city get it that it ought to be a standard. people see whats going on

They have to start issuing fines.

And Harp wants to give LCI's Johnson a raise to keep him in town!!!! He is good at not telling anyone his agency is worthless, I'll give him that. I wonder how many dumpings that have been reported were actually investigated. I've heard that before.

LCI has to start being more proactive. Doing periodical inspection would be a good start if they are not already.

LCI does not have the manpower to look for bulk trash items that are dumped; they can't even inspect the rental properties they need to, which is a much bigger priority. A better approach for everyone would be if DPW would have occasional bulk pick up days; it would solve a lot of the dumping problems and it would be a lot more efficient.

How do you know about LCI lack of manpower?

LCI chief Johnson blamed it on another dept. of the city recently in the NHI for not collecting on the fines

Actually LCI has admitted on record (testimony to the BOA) that they do not have the resources to collect fines, whether for snow shoveling (which they want to move to DPW) or even for their own rental property inspection program.

"There’s no point in issuing such fines, Johnson (pictured) said, because the Department of Public Works (DPW) is in charge of adjudicating them—collecting the fines and dealing with appeals. Public works, according to Johnson, has said that it doesn’t have the manpower to handle its end of the process. So, why bother issuing them?" - NHI

why bother not telling the public this until now we all ask?

Well I guess it is going to get like it did with the dirt bikers awhile back when they just did what they wanted because they knew the authorities were not doing anything and the fines if caught were very small.
I have to give my house a good cleaning, I guess I should do what others do and put discarded items into the curb seeing the city is not going to enforce its laws

Well I'm not sure that's the best response, but I think you know that :) Just to add a wrinkle to it though, today my neighbor had items that were not anywhere near a curb taken from his private property! Pretty sure they were taken by DPW and also pretty sure that's illegal; I haven't asked him whether he needed the items but I guess it's too late now! Think he'll get a bill for that? :)
