You would have thought the alder and the LCI neighborhood specialist have addressed this issue already/

The CB has been checked, and no problems were found. Note the yellow spot on the handicapped ramp beside it indicating it had been cleaned recently. There was very heavy rain that day, and it was probably temporarily overloaded.
