Two aggressive panhandlers on the corner of Chapel and Temple Streets by the Subway. Asking -- and then following - people down the street asking for money. On a day with so many out of towners here for Yale graduation it's a shame to see them harrassed in this manner... It's one thing to ask... it's another thing to follow. I tried calling the non-emergency police number to report but they never picked up... just the recording saying that they were busier than usual...

My friend works even closer to them.
We can both attest that the majority if not all of these pan handlers in this vicinity Are Not Homelss.
Not that That matters.
But it might as the usual throng got the memo , these have not.

Another problem if you are arrested even once with a felony. This is another obstacle in obtaining gainful employment. How about the executive who unfortunately gets involved with the wrong people. "He" becomes involved with drugs. Gets addicted and eventually arrested. Instead of a felony record on the first offense how about an inpatient drug program. With the charges dropped after a period of time.
There is also the situation about those that know people and are hired for that reason. They are not hired for their education or knowledge.
These are three examples im sure there are more.
Those that are on welfare and able bodied should be made to work a minimum of 20 hours a week. Im sure the city can find something for them to do.
of coursebyou also have those lazy people who dont want to work. Its much more profitable for them to panhandle. There are also those that make a living panhandling.
i have been harassed by panhandlers. Its a diffucult situation.

A quarter of New Haven residents live below the poverty line, and panhandlers have always been a part of the Downtown landscape.
