Graffiti makes an area ghetto.
99% is not art - it is like a child's crayon scribbling on living room walls.
Munincipalities are way too slow to remove it and that tells others to do it too.
Therefore they need to get on it and stay on it.
It represents lack of good parenting that
socializes children.
Any graffiti should be removed within 24 hours -
and this and other citizen values should be taught in school
since good parenting is missing with so many.
