Double yellow line is combined with yellow plastic pylons. A gap in the pylons has appeared and vehicles, including this dump truck, try to squeeze a u-turn through. If double yellow = concrete divider, then I'm not sure why there's a pylon gap. (It appears the Nats want an opening for their parking lot.)
