  There is no construction taking place at the intersection this issue is about. They are placing the sign in the street, yes. As far as I can tell it's not to block parking but it does seem to be about changing the flow of traffic and forcing traffic to swerve around it.

  It doesn't appear that the manhole has any damage and there are often times the sign is moved off out of the way and cars and bikes roll over it with no issue.
