The road is crumbling around an EBMUD utility cover. Over the months the deterioration has gotten worse and worse. Every time a car hits it there's a loud noise. Whenever a truck hits it there are several loud thumps: front tire, back tire, load inside truck, and/or rattle from sides of truck.
