A condition assessment and analysis is performed for the City’s streets every few years to provide engineers current conditions that are used to develop repair schedules and to compare deterioration rates for life cycle analysis. This assessment, last completed in 2013, begins with a data collection vehicle driving over 3,450 lane miles of roads in the City of Virginia Beach. This vehicle is equipped with high tech equipment including several continuously streaming cameras, ground penetrating radar, longitudinal profiler, automatic crack detection and transverse profile equipment. The data captured is then analyzed based on the distress types noted and the severity of the distress. Examples of the distress types included are alligator cracking, base failure or settlement, potholes, rutting, linear cracking, and corner or joint spalling. The severity and frequency is observed for each roadway segment and the final analysis produces a pavement condition index (PCI) for each roadway segment. The PCI’s are reviewed for all City roadway segments.
Arterial streets with a PCI below 65 and collector and local streets (neighborhood streets) with a PCI of 50 or below are candidates for the paving plan. The City has limited funding in the pavement management program to maintain the over 3,450 lane miles and the program strives to address the roads with the greatest needs first, to ensure structural integrity and vehicular safety.
With that said, we are currently processing the documents needed to execute a new City-wide pavement condition survey to collect data for structural soundness and ride-ability of all City roads. During this process, the City will include the latest technology feasible to best capture pavement conditions.
