Every morning during out quiet walk down Emerson between 5:00-6:00 a.m we are accompanied by the crowing of a rooster that is being kept on a property on Whalley Ave, either right next to McDonald's or two doors down. Is there an ordinance in New Haven prohibiting keeping roosters within the city limits? Thankfully, we live several blocks away but the neighbors on Emerson, Fountain, and Whalley must be annoyed. What can be done?

I love roosters. They're a great learning tool for children who are exploring our world, and they're a great topic of discussion for visitors, and they taste great!!!
I guess the problem is their cries of @#$%-a-doodle-do early in the morning. There is a zoning ordinance prohibiting roosters in New Haven. It's ARTICLE IV, Section 34, (g), which states the following:
(g) No rooster shall be kept on any property.
That ordinance can be read in its entirety here:
https://library.municode.com/ct/new_haven/codes/zoning?nodeId=ZOOR_ARTIVREDIGEPR_S34KEHE
Also, if anyone is interested, here's an article about roosters being evicted:

I hope this information helps.
