Issues like this must be reported to 203 946-6316, someone can be seriously harmed, This site is not monitor 24/7 by the city. After calling you can post to alert others and to have a record it was reported.

Like I always do, I called that 6316; 20 minutes before I posted it, until now, the call was never entered into their CAD system. I assume the call taker left it on the voicemail for public works.
