"Our project is a skateboarding parklette built within Scantlebury Park, intended to use skateboarding to connect the New Haven residents with the Yale community in an equitable way. Historically, the two communities have been separated both physically and socially. In providing a new space at the apex of several New Haven neighborhoods and Yale’s campus, this project offers a new opportunity for these communities to come together. Moreover, it positions the communities as equals. The project would be a joint venture between Yale University (The Yale Undergraduate Skateboarding Union & Schwarzman Center) and citizens of New Haven and be developed by both Yale personnel and New Haven residents. "
"Our project requires approximately 4,000 square feet of unused city land on Scantlebury Park. In addition, we will require a contractor and/or designer with experience in skatepark design and construction. We are currently working to gain the assistance of one or more members of the Yale School of Architecture to collaborate and assist on our final park design.
Both the Scantlebury Park location and skateboarding culture hold unique potential for accomplishing our goals because they exist at the intersection of dynamic communities of place and of practice. The park is situated in Dixwell, one of the city’s more underserved neighborhoods, while also on the frontier of Yale’s campus. Culturally, skateboarding is the nucleus of a creative community that values design, painting, photography, film, music and entrepreneurship, along with athletic expression. Geographically and culturally, this project offers a community space with uncommonly low barriers to entry and many thereof. "

Those are all good questions. I'll try to answer a few here.
Noise: Skateparks are not very noisy. The ramps and ground will be smooth concrete which makes the sound of skate wheels almost undetectable. It is different than the abrasive noise you hear of skatewheels on city sidewalks.
Hours: Edgewood skatepark is open till 10:00 PM. I would assume timing here would take into account neighborhood concerns and aspirations. More people later in the night has added safety to Edgewood park at night. Trail neighbors might want the same benefit.
Garbage: The skate community has come to taking cleaning up after themselves seriously. You can go check out Edgewood to see how clean it is left. Litterers are shamed in the skate community in New Haven and folks clean up after those that do.
I would ask non skaters in Edgewood about how they feel about the effect on Edgewood park at large for an understanding of how this community can solve for the lack of stewardship that you seem to be concerned about in Scantlebury Park.

Thanks so much for your response to several of the questions and concerns I had listed. If the skatepark is going to be built, it would be great if some other parallel improvements could be made to Scantlebury park, like improved grass and landscaping, plantings or even flowers, permanent/fixed trash cans (the current ones are just blue polyethylene barrels that blow over in high winds); perhaps some fencing or other barrier to keep cars from jumping the curb and parking on the grounds despite the no parking signs. Making these general improvements to the park would go a long way to getting buy-in for the skatepark from others in the surrounding area / neighborhood. Make it a win-win proposal for all.
