It appears to be from the Phone or Cable wires, not the electrical wires located higher on the pole. I've seen many such hanging cables around the city.

We are trying to delineate issues that are current and need the city's attention to resolve as many were address through routine maintenance and not closed. Any issues prior to 2022 are being closed. The Fire Department triages for hazards, secures and then alerts the telecommunications companies - unfortunately we can't tell which company it is and have limited enforcement powers.
