The official City policy is to allow this behavior on church days, but only in specific church areas.

But the unofficial policy is basically not to ticket any cars in any bike lanes on Sundays.
If you don't feel like dishing out your own personal U-lock justice, you can at least report the bastards here: http://philly.mybikelane.com/ Who knows if it will do any good, but it might make you feel better.

Ever since I moved here over three decades ago, it has been a 'common courtesy' by the police (and now the parking authority) to not ticket cars on sundays in such areas where there are churches within a short distance (i have no idea how this is judged) - in c.c. there are any number of blocks with a church (i.e. a place of christian worship, overwhelmingly the most numerous houses of worship, the common religion in the area) no further than a block or two away.
Perhaps this explains it. Whether to rail about it is another matter.
