Opis

Piles of broken bicycles, a mattress,a broken grill, garbage, soda bottles in back yard, 2 open bags ice melter on grass in yard. The 1st floor, tenants threw their snack wrappers all over after consuming them. Trash cans overflow and people use blue recycling bin as trash can so it will sit for 1-2 weeks without pickup.
The 1st fl. just moved but debris still there.

Q. Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?
