I witnessed this again today and took a video. There was one car that got out of the neighborhood to turn left due to incoming traffic to the neighborhood while the light was green. The light on the west side (headed east from market village) needs to be green first to allow traffic to flow into the neighborhood while the light in the neighborhood is red, then turn the light green going west out of the neighborhood so everyone stacked up at the stop signs on spring street and roswell can get to the light and get out of the neighborhood.

There was one car that got out of the neighborhood to turn left while the light was red die to everyone stuck behind a stop sign while incoming traffic had the right away. 7 cars were still behind the stop sign when the light turned red and three were at the light waiting to turn left.
