Not a parkway! The 35 mph speed limit is rarely heeded. West River Drive should be modelled after Rock Creek Park in DC - 25 mph speed limit and speed bumps. It shouldn't be treated as a faster alternative to 76.
Rock Creek Pkwy is 35 MPH is most locations, and the speed bumps are only to prevent people from crossing the centerline. However, I don't think that there's a parallel because Rock Creek Pkwy is the closest thing that NW DC has to a freeway and so it is used as a major arterial. None of which, of course, is relevant to your concern, but FYI.
