AFter each snow plow that drives down Clifton Street, from the beginning of the park to Russell Street, the curbs along the street are all torn up. Either broken pieces line the street, or are broken up into tax payers yards. If the city is not repsonsible for the damage to people's property, can the home owner go after the city to fix the issue?
