The high volume of pedestrian traffic, combined with low volume of vehicle traffic, means that the traffic signals here are never, and will never, be followed.
Stand here and observe for a few minutes and you'll see that the engineer designed this intersection with absolutely no regard for basic human realities.
This is an extremely dangerous situation, especially when the bridge becomes icy. Vehicles have trouble stopping and pedestrians have trouble crossing without falling.
The bridge should be torn out and redesigned as a much narrower, slower speed intersection perhaps with stop signs instead of lights.
This is absolutely unacceptable as a road design and the engineers should be ashamed of themselves.
As a short term measure, extra attention should be paid to keeping this bridge and intersection completely free of ice.

I agree this is a major problem, not just because of the ice but because the bridge ped crossing distances are far too long.
Winter is approaching again, and nothing has been done.
