  This particular area behind the rink and the parking lot in general is a mess. The area is littered in beer cans and bottles and associated packaging, black bags filled with something(?), a broken down truck at the entrance to the rear lot that has been there for years...if the city can monitor the cleanliness of properties of private citizens, then why doesn't the city ask the owners of the ice rink to clean up their property?
